Contract Staff position - Determined Contract
COOPERATIVE NETWORK DESIGN DIRECTORATE
The Directorate Cooperative Network Design (CND), with the active engagement of the stakeholders, shall achieve the design and implementation of a collaborative, high-performance pan-European ATM system that meets all users' requirements short term, and shall lay the foundations for the medium- and long-term evolution of the system through the Single European Sky (SES) and SESAR, its technical component.
The Centre of Expertise (CoE) of CND groups all CND production resources (staff, methods, tools and validation infrastructure) and is responsible for strategic staff development and recruitment planning across all of CND. The CoE covers the four strategic areas of ATM, CNS, Information Management and Performance. It also provides expertise in a number of other areas, including Training and Validation infrastructure.
The Information Management CoE (IM) is responsible for providing leadership, expertise, services and production in ATM information management and integrated development methodologies, in response to commissions from the CND pillars. The AIM Unit is responsible for the origination, specification, facilitation and support of concepts and strategies for the creation of a sufficient, reliable and economic interoperable ATM information system.
JOB RESPONSIBILITIES
Under the supervision of the AIM Unit staff, the jobholder will be working on projects assisting the operational aspects of the development and implementation of the European transition of AIS to AIM. In particular, the successful candidate will be responsible for the following tasks:
developing procedures, specifications & guidelines for the implementation of the AIS to AIM transition;
supporting AIM Single European Sky related activities;
participating to & managing meetings to coordinate these developments with stakeholders;
participating to the development and maintenance of AIM planning tools (e.g. ESSIP, multi-year scheduler);
coordinating with CFMU and EAD Operations on the related activities;
providing support to IM related projects under SESAR;
presenting project results at high profile events such as (ATC Global, Global AIM, AI-Team etc.);
assisting with the management of the associated training activities;
writing reports, working papers and other documents and maintaining associated websites.
REQUIRED PROFILE
Master degree or equivalent professional experience.
Minimum of 5 years professional experience in managing AIS operations such as static and dynamic publications and briefing facilities.
Working experience with AIP, eAIP, ICAO Annexes 4-15-associated guidance material, airport mapping requirements, QMS and EAD.
Proven experience in the drafting of operational procedure and guidance documentation.
Good analytical skills and ability to structure and effectively communicate complex issues in the context of a multinational and multicultural environment.
Diplomatic and negotiation skills with ability to persuade and convince others are key.
Highly developed oral and written two-way communication and cooperation skills; proven ability to build and maintain relationships with people at all levels.
Pragmatic, pro-active and result-oriented approach with sense of initiative and ability to work with minimum guidance.
The working languages of the Agency are English and French. For this particular post, candidates must have an excellent command of English and a working knowledge of French.

ADDITIONAL INFORMATION
An initial selection will be made by a Selection Committee on the basis of the candidates' qualifications and experience. Thereafter, those candidates considered suitable may be invited to assessment and interviews.
The selected candidate will be offered a contract of three years. The contract may be renewed once for a fixed period of not more than three years. Before being confirmed in his/her post, the selected candidate will have to complete a probationary period of 9 months.
The contract will be governed by the provisions of the "Conditions of Employment of Contract Staff at EUROCONTROL". The generic post is: Specialist.
